The Securities and Exchange Commission’s (SEC) new rules on the short-selling of stocks are having a negative impact on our capital markets, the performance of pension funds and university endowments, and the long term strength of our economy. While policy makers need to move decisively to respond to the instability in the financial sector of the economy, the focus should be on addressing the underlying causes of the instability and policing manipulative conduct, not penalizing honest investors for making decisions that are based on risk management principles, sound analysis and market fundamentals.
